Realignment Study of KSD and Blind School By Leonard Hall (printed in the Kansas City Star on July 25th.)
For Kansas School for the Deaf, the Kansas Facilities Closure and Realignment Commission may be focusing on realignment at KSD and the Kansas School for the Blind. After the recent hearings at both schools, it is obvious that deaf and blind students and their families will face major problems in education if both schools are closed, so the study of closure may change to realignment.
Realignment, consolidation and streamlining of programs have been the new approaches used by state agencies and public school districts to save taxpayers extra funds. One factor is the savings that will accrue from the realignment and consolidation. One possibility is to move the deaf school to the 9-acre blind school located at 11th and State Ave in Kansas City, Kansas. The other possibility is moving the blind school to the deaf school in Olathe.
It is possible that the state will save money by having one set of support staff, primarily one superintendent, business manager, and other staff. However, the cost of renovation and adding new facility to accommodate the students being transferred may cost at least $10 million and outweigh any potential cost savings. It is nearly impossible that the state will save money by moving one school to another.
The impact on 70 deaf students and their families living in Olathe and adjoining areas with 70 student staying on-campus during the week will be severe if KSD is relocated to the blind school.
It is at least 45 minutes drive in rush hour traffic each way from Olathe to near downtown Kansas City, Kansas. Olathe has outstanding interpreter services at the city, courts, medical center, doctor's offices, and other place where interpreters are hard to find in Kansas City, Kansas. Likewise, the impact on 135 employees at KSD will also be severe as nearly half of the employees (of which many are deaf) do not earn substantial income to move or afford the daily drive back and forth between Olathe and the blind school. Most deaf teachers and employees will not be able to find similar employment in Kansas.
There is only one known deaf teacher who teaches at a public school in Kansas. Several deaf teachers and staff members have applied for and failed to obtain employment at public schools across Kansas.
The Commission may not be aware that programs at KSD have been through the streamlining and realignment stages for several years as the number of employees decreased from 173 full-time employees to 138 employees. The recent Governor's order cuts KSD and the blind school budgets another 5%. KSD and the blind school are now operating on empty house budgets and cannot cut back any more without impacting the core education programs. The Commission is looking for more savings in two schools where everything have already been stripped bare.

Will Olathe Accept the Blind School? By Leonard Hall
At the Kansas Facilities Closure and Realignment Commission meeting last Monday, several speakers said that Olathe was a great place for Kansas School for the Deaf, deaf students and deaf people living in Olathe. The Commission chairperson said that the Commission is considering realignment of KSD and the blind school, not closure.
One member of the Commission asked Mark Gash, speaking as chairperson of the Olathe Persons with Disabilities Advisory Board, but not the city, a surprising question: Will the Olathe community be accepting the blind school if the blind school is moved to the KSD campus?
The Commission members heard statements that deaf students and blind students cannot be placed on the same facilities on the same campus, because there is a huge education and cultural difference between blind students and deaf students. There are around 900 students in Kansas who have low vision or are blind, of which 70 blind students are now attending the blind school in Kansas City, Kansas. The blind school has 90 full-time staff members meeting the education needs of these students.
Bringing the blind school to Olathe means a lot more than just 70 blind students and a number of blind staff members; families will be moving to Olathe with members who are blind or have low vision. The number can easily jump up to several hundreds within several years. There are some blind citizens in Olathe, but there are more "low vision" citizens and students who have some independence in moving around in Olathe, which we have seen and met.
KSD has several buildings that can be renovated or torn down and one side of the Roth Building that can be renovated for dormitory for the blind school. KSD has around 135 students and has capacity for up to 180 students. The blind school is full and has no unused space, except for one small house. It may not be practical or logical to relocate the deaf school to the blind school.
The services provided for the deaf students and community by Olathe Medical Center and its doctor clinics, Johnson County Mental Health Center, Olathe public schools, restaurants and retail businesses, Johnson County, City of Olathe and others are among the best in the country. There are staff members in many places who can use sign language to communicate with the deaf community. If not, interpreters are available with reasonable time notice. There is no other city in Kansas that can provide such services.
The question for Mark Gash is really a question for the KSD staff, Johnson County (providing bus transportation) , City of Olathe (providing many services for citizens with disabilities) , Olathe School District, Johnson County Mental Health Center, restaurants and retail businesses, and other businesses in Olathe.
Can Olathe accept and provide the necessary services for blind and low vision citizens if the blind school is relocated to Olathe? Mark Gash answered the question – "Yes". It is likely that everyone else will say "yes", too.

100 years of Kansas Association of the Deaf By Leonard Hall
On June 5 to 7, 2009, deaf people across Kansas celebrated the 100th Anniversary of Kansas Association of the Deaf (KAD) at its biennial state conference held in Wichita. Many people did not know about the important advocacy accomplishments that KAD done for deaf people in Kansas and for Kansas School for the Deaf (KSD) over the past 100 years.
Probably the most important accomplishment was the restoration of using American Sign Language (ASL) at KSD. Before the early 1900s, ASL was the primary language in teaching deaf students at state schools for the deaf across the country. Back in 1909, when KAD was established, there was a full movement among hearing educators to require the state schools for the deaf to use the oral method or speech reading as the primary mode of communication. The use of ASL in deaf education was not permitted.
KSD was one of the many state schools for the deaf that focused on oral method in deaf education during the 1910s to 1940s. Eventually, it was realized that a majority of deaf students were not benefiting from education by speechreading. During the 1950s to 1970s, KSD allowed ASL in its classroom. Educators were discovering that deaf students can achieve higher education standards by relying on ASL as the primary language.
In 1983, KAD was successful with the establishment of Kansas Commission for the Deaf and Hard of Hearing (KCDHH), which provides interpreters certification and helped with interpreter training programs established at several junior colleges across Kansas. Olathe was blessed with a large supply of interpreters for the city, county, district court, and local school districts during the 1980s and 1990s.
KAD was successful in working for the state to provide substantial salary increase for KSD staff for several years. This year, KAD was successful in asking the Kansas Legislature to reduce the budget cutback for KSD from the proposed 15% down to 4.8%.
Recently under the leadership of President Ann Cooper, KAD is working to provide information and advocacy before the state's Facilities Closure and Realignment Commission to show why KSD should remain open to serve the education needs of hundreds of deaf students across Kansas.
KAD is the oldest state disability advocacy organization in Kansas. Deaf people in Kansas can be assured that KAD will continue to be a strong advocacy organization for another 100 years to come.

Crazy Softball Tournaments Season By Leonard Hall
July and August are the crazy time of the year for softball tournaments. With probably thousands of Olathe players playing in either girl's softball tournaments or co-ed, men and women leagues and tournaments, the highlight is the national softball tournament.
Olathe Club of the Deaf will be hosting the 51st annual men's, 28th annual women's, and the 11th annual Co-ed's Midwest Athletic Association of the Deaf (MAAD) slo-pitch softball tournaments at Celebration Park in Gardner, Kansas on July 16th to 18th. The MAAD tournament is truly a regional tournament with 14 teams coming from a 13-state area. The top teams in the MAAD tournaments will play in the National Softball Association of the Deaf tournaments in Florida in early August.
Hundreds of deaf players and fans will be attending the MAAD tournaments and will be staying at the Holiday Inn hotel in Olathe, where the meetings and award program will be held. Olathe Club of the Deaf has a long tradition of being one of the top men and women softball teams in the MAAD for many years. For years, its teams would finish in the top 3 at the regional tournaments and 8 at the national tournaments.
The MAAD tournament is also a great time to meet old friends from other states. Many players have been playing each others since they played for their state schools for the deaf. Olathe Club of the Deaf, its players and fans should be commended for upholding the outstanding tradition of hosting the MAAD softball tournaments.
Back to the national softball tournament --when you played in 2 to 4 games per week and practiced on other nights, it is a big goal to play in a national softball tournament. Nearly every softball team in Olathe can play in a national softball tournament that may be located in a major city that is a day drive or less from Olathe.
One friend's daughter softball team played in national softball tournaments in St Louis, Oklahoma City, and Sioux Falls in one year. It appeared that the tournament is really a regional tournament with 30 to 60 teams from the midwestern states playing.
Rarely, does more than one team from the east coast or west coast played in the national softball tournaments held in the midwestern states.
The national tournament is not limited to the elite softball teams. Another friend's daughter playing on a team that only won 2 games during the summer season played in the girl's national softball tournament in Dallas last year.

2009 KAD Conference was a big success!
The 40th Biennial Kansas Association of the Deaf Conference was held in Wichita, Kansas on June 4-6, 2009. KAD celebrated its historic 100 years. The theme was "Celebrating 100th Anniversary. " The Wichita committee under the leadership of Chairperson Shane Dundas did a wonderful job of attracting about 200 people to the conference in Wichita. The conference had the largest number of attendees since 1999, and had 28 Exhibition Booths and eight (8) sponsors.
The Conference started on Thursday, June 4th with President's Reception and Open Ceremony held at the Wichita-Sedgwick County Historical Museum. It started with three Miss Deaf Kansas contestants marching in with American, Kansas and Wichita flags and Miss Deaf Kansas 2007-09, Tanna Jo Kolb, sang the National Anthem. The reception featured the Museum Director, Councilwoman Janet Miller from District IV who offered "Wichita Welcome", and Councilwoman Lavonta Williams who
announced the Mayoral Proclamation dated 06/04/09 as the "Kansas Association of the Deaf Day."
Each KAD past presidents shared their highlights of days as KAD President. Certificate of Recognitions were given to each past president: Bill Fansler, Wilbur Ruge (Dorothy Ruge), Billy Nedrow (Maude Nedrow), Kenneth Culver, Terry Hostin, Julie Theel, Jack Cooper, Leonard Hall and Ann Cooper. The wine and hors d'oeuvre were gloriously served.
The museum featured a special "traveling exhibit" of the history of Deaf Kansas and Kansas School for the Deaf provided by the Marra Museum/Deaf Culture Center. This exhibition had its first stop at the Wichita-Sedgwick County Historical Museum for three weeks. The Conference Center for KAD was within a walking distance from the Kansas Sports Hall of Fame where Luthor "Dummy" Taylor was inducted in Class of 2006.
Five (5) workshops that were held on Thursday afternoon and all day Friday, June 4th and 5th at the Hotel at Old Town. These presenters and the title of workshops were: Lance Forshay, "Audism Unveiled"; Chuck Baird, "De'VIA"; Dave Frank, "The Building Blocks of a Successful Financial Plan"; Mark Tauscher, "Real Estate Basics"; and Lance Forshay, "History of ASL and Linguicism". Many members enjoyed these workshops.
Special 100th Anniversary Certificate of Recognitions were given to individuals in each city: Emporia: Wilma Philips; Hays: Roberta Jo Mog; Hutchinson: Doris Heil; Lawrence: David and Rebecca Rosenthal; Manhattan: Glenda Haefner; Olathe: Bob Miller, Ken Milner and David Wilcox; Salina: Richard and Karen Kerby; Topeka: Bill and Dorothy Fansler; and Wichita: Dorothy Ruge for their outstanding services to KAD for many years. This was a one-time since KAD was celebrating 100th
Anniversary.
The 2009-11 Miss Deaf Kansas Pageant was held on Friday evening, June 5th with three (3) wonderful contestants: Natasha Carpenter, Kimberly Kinnard and Jessica Redden. Natasha was crowned as Miss Deaf Kansas 2009-11, followed by Kimberly as first runner-up. A receptions were held afterward. The
assorted food were delicious!
At KAD conference, five deaf blind participants attended, and SSPs and CDIs were provided to accommodate these special needs. It was a special treat to have them come to the conference which was fully accessible to them.
On Saturday, June 6th, the KAD General Meeting was held and was very productive. The KAD members were able to complete its agenda in one day that included Board's 2 years reports, proposals such as bylaws and financial, new business, 2010 Rally Picnic and 2011 Conference bids, and election of KAD officers for 2009-11.
The 2010 Rally Picnic was awarded to Emporia. The 2011 conference was awarded to Salina. Officers' elections were held. Ann Cooper was re-elected as President; Tammy Waddell as Vice President; Pamela Siebert as Secretary (also re-elected); Lorrie Shank as Treasurer; Glenda Haefner as Membership Coordinator; Rebecca Rosenthal as Youth Coordinator; and Anne Heller as State Pageant Director. Leonard Hall remains as President Emeritus. Richard Kerby joins the new 2009-11 Board as a chairperson of 2011 KAD conference.
On Saturday evening, June 6th, the "KAD's 100th Anniversary Gala Banquet" was held. NAD Vice President Chris Wagner was the guest speaker who spoke about "Commitment" . Four people from the audience participated in a short skit as part of his presentation. Melanie McKay-Cody was the Mistress of Ceremony. She did wonderful job with several skits about 1900's through 2000's styles with several outstanding performers. There were plenty of door prizes given away that ended with a big HDTV.
KAD awards were given as follows: two (2) Distinguished Services to CSDVRS, LLC (for its support to KAD) and Melanie McKay-Cody (for her work at KSDE to help improve educations for schools); two (2) Meritorious to Arlene Kuschmider (for her hours of time recruiting as many as 30 volunteers at DCC and being the first state pageant director) and Tammy Waddell (for her role as state pageant director three times); three (3) NAD Golden Hand to Shane Dundas (for his role as conference
chairperson) , Wichita Association of the Deaf/2009 KAD committee (for their supports on conference), and Gregory and Anne Heller (for hosting NAD's fund raising party); two (2) Special Recognition to Deaf Connection Camp under Elizabeth Connection (for hosting camps programs for kids 5-12 every
summer) and Wichita Community Foundation (for providing Linguistics classes offered by Gallaudet University in Wichita); and one President's to Kansas Commission for the Deaf and Hard of Hearing (KCDHH) for its continuous service for 25th anniversary and getting all types of interpreters for the past and current conferences.
The Association concluded the conference on Sunday at Riverside Park where the catered picnic was held at the same park as where the KAD was established in 1909, pretty cool! About 120 people were gathered for an official photo by a professional photographer. The Wichita committee gave a short presentation about history of Riverside Park comparing the difference between 1909 and present.
Everyone had wonderful time. It was a successful KAD Conference!
